Frank served on the City’s Planning and Zoning Commission for three (3) years. He also followed the activities of Oakbrook Terrace’s city government by attending City Council meetings for the past ten (10) years. 

“I became an alderman to help people and hopefully to make Oakbrook Terrace a better place in which to live,” he said.

Frank was also employed at the Oakbrook Terrace Park District for eleven (11) years, served as the secretary/treasurer of the Oakbrook Terrace Senior Club, and volunteered at Ascension Church for the homeless in DuPage County.

Frank grew up on the west side of Chicago and attended St. Ignatius High School and Loyola University.  After graduating from college, he joined the army where he served as Second Lieutenant and later rose to the rank of Captain.  After leaving the army, he worked for Western Electric for 32 years as a Senior Industrial Engineer with AT&T, a position that he is retired from today.

Since moving to Oakbrook Terrace in 1982 Frank has become more active in many issues that directly impact the community.  He had petitioned the Board of Trustees of the Flagg Creek Water Reclamation District to meter the City’s sewer usage versus paying a flat fee of $48.00.  When the City Council considered raising water rates, he presented the Council with a seven-point plan to reduce costs in the City Water Department. 

“My goal is to represent your needs as one community working together and I will strive to improve the quality of life for all residents by effectively utilizing existing resources,” Vlach said.
